PenMet Parks is proud to offer financial assistance through a tier-based program. Depending on household income, participants may receive 50% to 100% off program fees, up to a maximum of $500 per person each calendar year. Once the $500 limit is reached, standard program fees apply.
Assistance is available for programs across all age groups and activities.

Eligibility Requirements
PenMet Parks uses a tiered income eligibility structure based on HUD Income Limits. This system allows us to provide different levels of fee coverage depending on household size and income level, making recreation more accessible for all.
Income Limits by Household
Gross annual household income must be equal to or less than the amount listed for the corresponding household size and coverage tier.
Definition of Household Income
Household income is the total income before taxes of all adult members of the household for the year. A household is defined as all individuals living at the same address.
Hardship Considerations
Hardship exceptions are available for individuals who may not normally qualify for financial assistance but have recently experienced significant challenges. PenMet Parks recognizes that some households may face sudden financial hardship that require(s) additional support.
Examples include:
- Job loss or reduction in work hours
- Unexpected medical bills or expenses
- Emergency caregiving responsibilities
- Loss of housing or sudden relocation
- Other significant and unforeseen financial burdens

Who can apply for financial assistance?
Financial assistance is available to individuals of all ages who meet our income eligibility requirements. Eligibility is determined based on household size and income from the previous year.
Do I need to live in the PenMet Parks District to qualify?
No. Residency within the PenMet Parks District is not required to apply for financial assistance.
What programs are covered by financial assistance?
Financial assistance may be applied to any recreation program or activity offered by PenMet Parks. New in 2026! Youth Party Packages are now eligible for financial assistance.
How much of the program cost does financial assistance cover?
Financial assistance covers 50%-100% of each program’s cost, up to a total maximum of $500 per person, per year. Each individual in the household listed on the application is eligible to receive this assistance.
How do I apply for financial assistance?
Applications can be submitted either online or in person. As part of the process, you will need to provide documentation verifying your household income. Please see below for the list of eligible documents. All submitted documentation is securely stored to ensure confidentiality and protection.
How long does it take for an application to be processed?
Most applications are processed within 7 days. If you are applying for financial assistance for an upcoming program and require expedited processing, please submit your application and contact our office directly. We will do our best to accommodate your needs.
How will I know if my application is approved?
You will be notified via the email provided on your application once it has been reviewed and a decision has been made. Once approved, the financial assistance will be added directly to your PenMet Parks ActiveNet account.
What documents qualify to show income eligibility?
Low-income housing assistance program participation:
- Housing Choice Voucher
- CDBG (Community Development Block Grant)
- Home (Federal Housing subsidy)
- LIHTC (Low Income Housing Tax Credit)
Health & Human Services Assistance:
- TANF (Temporary Assistance for Needy Families)
- SNAP (Supplemental Nutrition Assistance Program)
Other Qualifying Documents:
- Free or reduced school meal program
- Head Start and/or Early Head Start
- Government-subsidized daycare
- First page of IRS Form 1040
- Tax return, W-2’s for all income earners in the household 21 and older
- Most recent month of pay stubs for all income earners in the household, 21 and older
- DSHS food stamps
- WIC Nutrition Program
